The draft law on regulating the production and circulation of tobacco and nicotine-containing products and raw materials for them, submitted by the RF Ministry of Finance to the government, is an example of achieving mutual understanding between the state and business in the course of a direct dialogue. The document assumes the introduction of a clear and transparent mechanism of state regulation with the introduction of a single supervisory federal body. “Business itself asked the state to establish a single regulator, because it is absent in this industry,” said a member of the State Duma Expert Council on state regulation of relations in the production and circulation of tobacco and innovative nicotine-containing products Georgy Golovanov.
The proposed measures also include the introduction of a licensing system, control over the circulation of technological equipment, additional restrictions on the movement of generic tobacco products and nicotine-containing products. It will become mandatory to have a package of accompanying documents that will allow you to trace the origin and movement of goods along the chain from the manufacturer to the counter. “All these legislative initiatives were supported by the business community at all levels of their public discussion and approval,” Golovanov said.
