how to navigate the local exceptions puzzle?

FOCUS – If at the national level, the wearing of the mask remains obligatory until the end of June, several departments have authorized their inhabitants to remove it … in certain areas or on certain days only.

A new phase of progressive deconfinement begins Wednesday, June 9, and the question of wearing a mask outside raises many questions. “I think it will be very difficult to keep the mask on after June 30,” Professor Jean-François Delfraissy told RTL on Tuesday. On the other hand, the President of the Scientific Council insists on the “wearing a mask, including outdoors, at least until June 30», Especially in “Very large cities”.

Asked about BFMTV on Sunday, the Minister of Health, Olivier Véran, had confirmed that “Until the end of June, we do not ask ourselves the question of relaxing, at the national level, the wearing of masks outdoors. He added, however, that there could be, as early as this summer, “differentiated rules” depending on the outdoor locations and the risks represented.

In reality, these differentiated rules already exist at the local level. At the beginning of June, in fact, several departments decided to make wearing a mask outdoors optional for 11 years and over – but in certain areas or on certain days only. Le Figaro takes stock of these local rules – often of Kafkaesque complexity …

  • Hauts-de-Seine: wearing an optional mask in forests except weekends and public holidays, and in areas of certain municipalities

In Île-de-France, the compulsory wearing of a mask in the street and in spaces open to the public has been extended until the end of June in Paris, Seine-Saint-Denis and Seine-et-Marne. .

However, some specific exceptions remain in force. In the Hauts-de-Seine, for example, reports France 3 region, the obligation to wear a mask does not apply “in the forests (except weekends and public holidays), nor in the communes of Marnes-la-Coquette and Vaucresson, with the exception of certain spaces and certain streets ».

  • Oise: in municipalities with less than 10,000 inhabitants, the mask is compulsory … only in certain public places

In the Oise also, from Thursday, the mask is no longer mandatory in municipalities with less than 10,000 inhabitants. But there are, again, exceptions. It will therefore be necessary to put the mask back on in certain public places and under certain conditions: “Gatherings, meetings” with “More than ten people”; “Markets, covered or not covered”, or if you find yourself “In car parks, walkways and within a perimeter of 50 meters around entrances and exits near shopping centers.”

That’s not all. The mask will have to be put on again “School days”, but beware : “Within a perimeter of 50 meters around the entrances and exits of schools, colleges and high schools, and this 15 minutes before and after the opening, and 15 minutes before and after the closing of these establishments”.

The mask remains compulsory in municipalities with more than 10,000 inhabitants, namely Beauvais, Creil, Nogent-sur-Oise, Senlis, Crépy-en-Valois, Méru, Montataire, Noyon, Pont-Sainte-Maxence, Chantilly, Clermont, Compiègne and Chambly.

  • Finistère: differentiated rules according to the cities and beaches

In the department of Finistère, it is now possible to hide in certain uncrowded areas. The prefecture specified in a decree of June 4 the places where the wearing of a mask remained compulsory until the end of the month. It is thus maintained in tourist communities or those who will see the Tour de France pass at the end of the month.

Thus, in Brest, the wearing of the mask is maintained … but not on the beaches or in certain areas near local or departmental roads. In Quimper, wearing a mask is compulsory only in the city center. Same obligation in town centers or in certain tourist areas of around twenty municipalities in the department, as detailed on various maps annexed to the prefectural decree.

  • Morbihan: wearing a mask compulsory in built-up areas until June 14 inclusive

The mask is also compulsory in other municipalities in the event of “Gatherings, meetings”, on the “Markets not covered” and “Within a radius of 50 meters” near shops, markets, nurseries, town halls, schools, medical establishments, stations, places of worship, polling stations, etc.

  • In Charente-Maritime, exceptions for certain municipalities

Same complexity in Charente-Maritime. Wearing a mask remains compulsory until June 30, inclusive in a dozen municipalities, including La Rochelle, Saint-Pierre-d’Oléron and several municipalities on the Ile de Ré.

In the other municipalities, the mask is mandatory only in defined areas (often town centers), such as in Royan or in certain municipalities on the Ile de Ré (Ars-en-Ré, La Couarde-sur-Mer , La Flotte, Saint-Clément-des-Baleines), the island of Oléron, (Le Château-d’Oléron, Dolus-d’Oléron), or the island of Aix. See the detail here.

  • In the Landes, the mask remains compulsory in 11 municipalities, with exceptions for five of them

The situation is not simpler in the Landes, where the number of Covid-19 cases is on the rise, in particular because of the strong presence of the Delta variant. This is why the prefectural decree of June 3 renews the obligation to wear a mask in 11 municipalities, until July 6, reports France Bleu.

But there again, exceptions complicate this rule. The obligation is only valid on weekends and only in certain streets (see details here) in Mont-de-Marsan, Dax, Capbreton, Seignosse and Soustons.

  • Gironde: no more mask in Arcachon

It also remains mandatory in “Densely populated areas” and in “all places where distancing is made difficult»(Near schools, stations, shopping centers, waiting areas for public transport), and finally for any gathering of more than 10 people.

The mask is no longer mandatory on “beaches when physical distancing and respect for barrier gestures are possible», However specifies the decree.

  • Aveyron: compulsory mask in town and lighter device in the countryside

The Aveyron prefecture competes with subtlety in its decree of June 2, it confirms the obligation to wear a mask in town but lightens the device in the countryside … if the distance is respected. Wearing a mask therefore remains compulsory in “urbanized areas of all the municipalities of Aveyron ” as well as ” for any person who is in non-urbanized areas of all the municipalities of the department of Aveyron as soon as barrier gestures and physical distancing with other people“- attention, subtlety”not belonging to the same household»«would not be respected».

  • Bouches-du-Rhône: masks are dropped on beaches, natural spaces, parks and gardens

  • Southern Corsica: the wearing of the mask is now mandatory in Bonifacio

This time, it is not a question of a waiver of obligation but of a return to the obligation. If the inhabitants of Bonifacio were exempt from wearing a mask since this winter, they are again obliged to wear it since June 2, until June 30 inclusive. “A prefectural decree extends the perimeter of the wearing of the compulsory mask”, thus indicated the town hall on Twitter.

The news “Differentiated rules” planned for this summer promise to add even more complexity to local situations, we guess, ubiquitous.
