The Solnechny District Court of the Khabarovsk Territory considered a criminal case on the death of children in a fire in the tent camp “Kholdomi”.
Officials – the owner and director of the children’s health camp “Kholdomi” were found guilty of committing a crime under the article “Provision of services that do not meet the requirements of the safety of life and health of consumers, which negligently caused the death of two or more persons”, and the head of the department of supervision and prevention of the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Khabarovsk Territory – under the article “Negligence”.
The court found that on the night of July 23, 2019, a fan heater left unattended caught fire in one of the tents of the stationary camp. Four children died as a result of the fire. Another six minors were harmed to health of varying severity.
“The causes of the fire were violations of fire safety rules during the operation of the heating device, the lack of instructions in the camp on the actions of personnel to evacuate people in case of fire, and the failure to issue personal protective equipment to personnel,” the prosecutor’s office of the Khabarovsk Territory reported.
In addition, the head of the Department of Supervisory Activities and Prevention for the Sunny Region of the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Khabarovsk Territory showed an unscrupulous and negligent attitude towards the service. He did not take measures to identify and suppress violations of fire safety requirements.
The court sentenced the owner of the camp in the form of imprisonment for nine years with deprivation of the right to hold positions related to the upbringing of minors for a period of 3 years. The director of the camp was sentenced to eight years with deprivation of the right to hold positions related to the upbringing of minors for a period of three years. An employee of the Ministry of Emergency Situations will spend four years in a general regime colony.
