However, Vasily and his colleagues, the same individual developers, are in fact only the tip of the iceberg in terms of working with construction waste.
Moscow and the Moscow region are among the leaders in the country in the construction of residential and social facilities. The fact, of course, is gratifying. Happy newcomers receive keys to their apartments, and their children receive kindergartens and modern playgrounds.
But there is also a downside to the coin: what to do with the huge volume of construction waste – especially when demolishing dilapidated buildings, as, for example, under the renovation program in Moscow? After all, broken brick, soil and concrete are taken out of sight to the suburbs. How to control this process so as not to pollute the environment?
An algorithm for solving this problem was found in the Moscow region.
“If we have put things in order with municipal waste, then the next challenge is waste from the construction site. Over the past year alone, 5,000 heaps have been liquidated in our forests and fields. Every year, about 50 million cubic meters of construction waste is brought to the Moscow region, ”said the Governor of the Moscow Region Andrei Vorobyov at a meeting back in April.
In the region, instead of the traditional disposal of garbage, which has been practiced for many decades, they tend to use it for good for business. Fighting bricks and concrete is an excellent replacement for crushed stone. The soil from the pit can be in demand for landscaping or for backfilling old quarries. Plastic, glass, wood – this is how modern technologies allow us to give them a “second life”!
According to experts, out of 50 million cubic meters of construction waste annually exported to the territory of the Moscow region, 7 million cubic meters. m – mixed construction waste; 29 million cubic meters m are clean soils; 4 million cubic meters m – littered soil; and 10 million cubic meters. m – concrete breakage and other sorted fractions.
One, but a serious problem arises: unscrupulous entrepreneurs sometimes do not deliver waste to specially designated places, but simply dump it in the forest or in an open field. This is how spontaneous landfills appear on the territory of the region, which until recently they did not know how to effectively deal with. As the saying goes, you can’t attach an inspector to every truck.
However, in October 2020, Andrei Vorobyov instructed the regional government to install camera traps to record all illegal construction waste dumps. To date, over 200 of these specialized video cameras are already operating in the Moscow Region municipalities. Thanks to them and the cameras of the Safe Region system, 4534 illegal objects were identified last year, and almost 5000 were eliminated, including those discovered earlier.
In total, over the past year, the number of landfills near Moscow has decreased by 64 percent.
The region has established a clear control of the traffic flow. If dump trucks carrying waste travel to a location where there is no licensed facility, an environmental surveillance raid is immediately dispatched there. And appropriate measures of punishment are being taken: the closure of the “home-grown” landfill, the owner of the land must take out the waste and pay for the environmental damage caused to nature.
This year, the region plans to launch a number of complexes for sorting mixed construction waste.
Attention: from June 1, developers, technical customers, transport companies and management organizations can transport construction waste only with a special permit and an electronic coupon. The issuance of such permits is available on the regional portal uslugi.mosreg.ru.
In addition, from June 1, the transportation and disposal of waste will be controlled through automated systems, and the issuance of appropriate permits for the movement of construction waste is now carried out on the regional portal of public services.
The service is provided free of charge and issued within 7 working days. It can be used by legal entities and individual entrepreneurs. According to Deputy Prime Minister – Minister of Ecology and Nature Management of the Moscow Region Andrei RazinThis measure is necessary for the formation of a civilized construction waste management system based on the principles of digitalization. “This will help to put things in order in the forests, along the roadsides, avoiding unauthorized dumping of garbage. The Governor instructed to introduce total digital control over the machines that provide these services, and exclude those who use gray and illegal schemes, ”he said.
The service is available on the regional portal in the section “Ecology and nature management” – “Waste utilization”. In the menu, you must select the heading “Issuance of permission for the movement of construction waste, demolition of buildings and structures, including soil, on the territory of the Moscow region.” Next, you should fill out an electronic application form, enter information about the applicant and attach supporting documents.
Today, in the Moscow region, 11 sites for processing mixed construction waste have already been created, there will be 15 of them by the end of the year. In addition, there are now more than 40 legal sites for processing construction waste that accept different fractions.
Since September, violators of the introduced system, accustomed to working the old fashioned way (taken out of town and thrown into a nearby ravine), will be fined: citizens up to 5,000 rubles, individual entrepreneurs – up to 40,000 rubles, legal entities – up to 250,000 rubles.
Individuals, including our friend from Ramenskoye Vasily Shchetinin, should also pay attention to changes in the system of working with construction waste. As he himself was convinced from his own experience, when building a private house, even when carrying out repairs in an apartment or redevelopment, mountains of garbage also grow. And if we take it on a regional scale, it is tens, if not hundreds of thousands of cubic meters per year.
If a specific owner has generated a small amount of waste, it is necessary to contact the management company and find out where the bunker is located for their placement, or the Criminal Code will call a legal carrier who will take the waste to a specialized site.
If the amount of waste is significant, you need to contact licensed carriers, conclude an agreement with them and send the waste for recycling. The list of legal carriers is also available on the website of the Ministry of Ecology and Nature Management of the Moscow Region.
