Russians may lose the right to choose a company that manages an apartment building (MC). This authority can be transferred to regoperators for housing management, the Chamber of Commerce and Industry of the Russian Federation (CCI) told Izvestia.
The creation of such a body, which, among other things, will compensate for damage from violations leading to accidents in houses, is spelled out in the draft Strategy for the development of the construction industry and housing and communal services of the Russian Federation until 2030, which was developed by the Ministry of Construction.
Now the Criminal Code is chosen by citizens – homeowners. But because of the new rule, they may actually lose the right to determine the managing organizations, according to the review of the Committee of the Chamber of Commerce and Industry on Entrepreneurship in the Housing and Utilities Sector on the draft strategy, which will be sent to the Ministry of Construction (Izvestia has it).
However, the strategy assumes that regoperators will guarantee damages from violations that lead to accidents in homes. But the funds for this, apparently, will be collected from citizens – it is actually proposed to create a “common boiler” to cover the damage, the CCI recall says.
Probably, a certain amount will be added to the payment for the maintenance of houses, the funds will be allocated to the regoperators, Andrey Shirokov, chairman of the Chamber of Commerce and Industry Committee on entrepreneurship in the housing and communal services sector, told Izvestia.
“This proposal is absolutely inconsistent with the norms of the Housing Code of the Russian Federation, which established that the general meeting of owners of premises in an apartment building is the supreme governing body for it,” Dmitry Gordeev, a member of the CCI Committee on Entrepreneurship in the Housing and Utilities Sector, told Izvestia.
The Ministry of Construction told Izvestia that the draft strategy has been published for wide discussion, so it is too early to talk about the developed initiatives.
