Laudatory odes to “victory” in the 2021 elections were continued by Zyuganov’s deputies. The head of the party’s election headquarters – First Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation I. Melnikov, estimating the number of deputies from the Communist Party in the eighth State Duma – 57, believes that “this number is the best result of the party in the current century in a mixed election system.” Apparently, the head of staff forgot that the Communist Party had 92 mandates in the sixth State Duma.
Another first deputy chairman of the Central Committee of the Communist Party of the Russian Federation, Yuri Afonin, speaking on television, said that the elections had demonstrated “a great increase in the support of the Communists in Russian society.”
Indeed, in comparison with the elections to the seventh State Duma, the communists received 48 mandates on federal lists – 13 more – and two more in single-mandate constituencies (nine in total). But can this result be considered a “success”, not to mention the “victory” called for by the 18th pre-election congress of the Communist Party of the Russian Federation?
Zyuganov sees the reason for the electoral success in the fact that the Communist Party of the Russian Federation is “the only party that presented a full-fledged program, development budget and twelve key laws that allow the country to peacefully and democratically get out of a severe systemic crisis.”
Let’s try to qualitatively and quantitatively assess the “success” of the Communist Party in the elections to the Eighth State Duma.
Of course, 19% of the votes received by the Communist Party in the current election campaign is a higher result compared to 13.34%, which the party received in the last Duma elections. But, firstly, there is no doubt that this growth is the result of N. Platoshkin’s inclusion in the election campaign for the Communist Party of the Russian Federation, and not the result of active political work in grassroots party organizations and labor collectives. Secondly, let’s compare this “successful” result with the results of the 1995 elections to the second State Duma. The comparison will be very deplorable. In the 1995 Duma elections, the Communist Party won 22.3% of the vote. It would seem that the difference between the indicators is small – some three percent. But then the communists, taking a more active political and socio-economic position, secured 157 seats, since the Communist Party of the Russian Federation was perceived as a party that has real chances to take the supreme power in the country into its own hands and do everything for the good of the people. Nowadays such an option can only be dreamed of in “graters” in kitchens.
Therefore, the result of the electoral process-2021 for the Communist Party of the Russian Federation is not a “success” and even less a “victory”, but a clear defeat. And this defeat was a consequence of the position formed over twenty years by the leadership of the Communist Party of the Russian Federation and the leaders of regional party organizations: the main thing is not to win, the main thing is to participate and enter the new parliament.
Therefore, the “success”, “leap forward”, “best result” of the communists from the point of view of the real Russian internal political situation and the solution of fundamental political and economic problems does not change practically anything.
The pre-election XVIII Congress of the Communist Party of the Russian Federation determined that the goal of the campaign “in the elections of the 21st year to implement the plan for the peaceful and democratic return of power and property to the people.” This is allegedly due to the fact that “for ten years, our growth rates have been below 1%. We fell back to eleventh place in the world, although in Soviet times we were one of the three most powerful, educated and intelligent powers. At this rate, by 2024 we will be the fifteenth. And this will mean both the failure of all installations of the President’s message and a complete default. “
It turns out that when formulating the goal of the 2021 election campaign, the leaders of the Communist Party of the Russian Federation link it with the president’s messages. A lot of questions immediately arise: what do the presidential messages have to do with the 2021 election campaign? Have the leaders of the Communist Party of the Russian Federation forgotten that Vladimir Putin, who had previously assured everyone that he, as the country’s president, was outside the political parties, suddenly declared openly that it was he who “initiated and created this party” – “United Russia”?
If the Communist Party, in a fit of patriotic symbiosis with the authorities, began to fight furiously for the implementation of the president’s messages, then why do we need “ten steps to a decent life, to the power of the working people”? The task could have been simpler: all the forces of the Communist Party of the Russian Federation, together with the “United Russia” – to implement the directives of the messages of President Vladimir Putin, the “father” of the United Russia party.
The amorphous and very vaguely formulated goal of the Communist Party’s participation in the elections to the State Duma, unfortunately, did not allow the party to clearly set tasks for regional and primary party organizations. These goals became very vague not only for ordinary communists, but also for the majority of the people, no matter how they were brought, according to the assurances of the leaders of the Communist Party of the Russian Federation, from “door to door” to “every citizen.”
Potential voters of the Communist Party remained in the dark: what should they do in this situation. Let us justify this quantitatively. According to the CEC, the turnout in the elections was 51.72%: 56.48 million people cast their votes. For the Communist Party of the Russian Federation, as reported by I. Melnikov, “almost 10 million 661 thousand people voted,” or 9.7% of the total number of voters registered in the country. This is the magnitude of communicating the Communist Party program “to every citizen.”
As a result, if the gap between those who voted for United Russia and the Communist Party of the Russian Federation was twofold, then in single-mandate constituencies – almost 20 times. It is unlikely that these figures indicate that “deep Russia” responded to the calls of the Communist Party of the Russian Federation and amicably came on September 19 to vote for the program of the Communist Party.
Today, many regional organizations of the Communist Party of the Russian Federation declare non-recognition of the election results. These are, for example, Moscow, Irkutsk, Kostroma, Bryansk regions. More than 8 thousand citizens of the Russian Federation, including municipal deputies, deputies of different levels and independent observers, appealed to the Chairperson of the CEC E. Pamfilova with a demand to recognize the past elections at all levels in the Russian Federation as invalid, to stop deceiving citizens and to be guided in making decisions by conscience and law.
If the Communist Party of the Russian Federation has a sense of responsibility for the future of Russia, an understanding that a huge army of the people really stands behind the back of the Communist Party, then for the opposition party in these conditions there can be two options for action:
– either the Communist Party of the Russian Federation reacts harshly to the challenge of the authorities and takes the legislative path of struggle for the abolition of elections;
– or the leadership of the party, as always, will merge the mass protest and go into the parliamentary shadow.
The path of struggle for the abolition of elections is the most politically correct path for the opposition party, which will actually make it possible to take advantage of the punctures of the oligarchic regime and turn the tide in favor of the majority of the people. But we need to work hard on this and remember that victory will not fall on our heads like snow.
Meanwhile, while the grassroots activists are preparing to fight for the return of the “stolen” votes, the party leadership has faltered, no longer looking back. If in the first days after the elections the Communist Party of the Russian Federation began to actively dispute the results of the past elections, collect and summarize the material of falsification, did not recognize the results of the electronic voting in Moscow and promised to prepare a lawsuit in this regard, then three days later the leaders of the Communist Party of the Russian Federation settled on the second direction of action.
Instead of holding at least an extraordinary plenum of the Central Committee of the Communist Party of the Russian Federation following the results of a failed election campaign, analyzing the actual implementation of decisions taken at the 18th pre-election congress of the Communist Party of the Russian Federation, the party leadership held on September 23, by videoconference, an All-Russian meeting of the party activists, at which, as people say, “let off steam blow the whistle. “
Hypocritically congratulating the members of the party “on a moral and political victory” in the elections-2021, the leader of the opposition party G. Zyuganov admitted that “the members of the Communist Party of the Russian Federation must rally the best forces to lead the country out of the” severe systemic crisis. “
It turns out, as G. Zyuganov proclaimed, “practically the whole country supported us in these elections”, “according to the results of the 2021 elections, our program received universal approval, and today our forces have tripled”, “we will continue to move forward along the path of implementing our program attitudes and orders of voters ”. Miracles, and nothing more. But that is not all.
Already on Saturday, September 25, at a meeting with the guarantor of the Constitution of the Russian Federation, President V. Putin, who stressed that “the elections were held openly, in strict accordance with the law and with a high turnout,” the leader of the Communist Party of the Russian Federation G. Zyuganov, unfortunately, did not disclose the amount of fraud in the elections in 2021, did not insist on their abolition, as the regional organizations of the Communist Party of the Russian Federation insist on. True, he immediately assured that “the Communist Party is ready to support any undertakings leading to the strengthening of the country.” In other words, the verification of the steps of the alleged opposition to the regime of the Communist Party of the Russian Federation with the instructions of the Kremlin, the opinion of the Kremlin administration has continued and is reaching a new qualitative level.
Gently merging the election campaign-2021, the leader of the Communist Party of the Russian Federation G. Zyuganov completed the analysis of its results with a stronger “whistle”: “Once again, I want to ask everyone to show maximum restraint in this harsh time, to show endurance and resilience. And remember: we have a strong, authoritative team, we have an absolutely real program, we have millions of support behind us. “
Behind all these empty phrases, there is an obvious message: the leaders of the Communist Party of the Russian Federation have fulfilled their maximum program – they have become deputies of the new State Duma and want peace of mind. Why waste energy on some kind of struggle?
